The Ogun State House of Assembly on Wednesday adopted five revised planning regulations aimed at tightening development control across the state, while warning residents against dumping refuse and building materials on road shoulders.
Speaker Oludaisi Elemide issued the caution during plenary after Ademola Adeniran, member representing Sagamu II State Constituency, raised a matter of urgent public concern over prolonged obstruction of roads in his area.
Adeniran told the House that some residents had for months dumped sand, granite, and blocks on road shoulders, turning portions of public highways into storage yards for private construction projects.
He said the practice damages road infrastructure, frustrates maintenance work, and narrows carriageways, forcing motorists and pedestrians into dangerous competition for space. “It has continued to constitute a nuisance to road users,” Adeniran said, urging immediate enforcement to halt further destruction.
Responding, Speaker Elemide warned the public against indiscriminate dumping of refuse and the misuse of road shoulders for stockpiling materials, stressing that such acts hinder free flow of traffic and shorten the lifespan of roads.
He directed relevant enforcement agencies and local government authorities to act swiftly against violators, adding that public infrastructure must be protected from abuse that drives up repair costs for the state.
In a related legislative move, the Assembly passed a resolution adopting the report of its Committee on Lands and Housing on revised regulations from the Ministry of Physical Planning and Urban Development.
The five new frameworks are: the Ogun State Building Production Management Regulation, 2025; Ogun State Planning and Development Permit Regulation, 2025; Ogun State Slum Regeneration Regulation, 2025; Ogun State Outdoor Physical Furniture Regulation, 2025; and Ogun State Layout and Land Subdivision Regulation, 2025.
Committee Chairman Damilola Soneye presented the report, which was seconded by Lukman Adeleye. House Leader Yusuf Sheriff then moved for its adoption as a House resolution, and lawmakers unanimously approved it through a voice vote.
Speaker Elemide subsequently directed that copies of the resolution be transmitted to all relevant authorities for necessary action, saying the regulations would strengthen planning, curb haphazard development, and support urban renewal across Ogun State.
